The Rocky Mountain National Park Act was signed by President Woodrow Wilson on January 26, 1915, establishing the park boundaries and protecting the area for future generations.[2] The Civilian Conservation Corps built the main automobile route, Trail Ridge Road, in the 1930s.[2] In 1976, UNESCO designated the park as one of the first World Biosphere Reserves.[6] In 2017, more than 4.4 million recreational visitors entered the park.[7] The park is one of the most visited in the National Park System, ranking as the third most visited national park in 2015.[8]

Bear Lake is a high-elevation lake in a spruce and fir forest at the base of Hallett Peak and Flattop Mountain.[44] Bierstadt Lake sits atop a lateral moraine named Bierstadt Moraine, and drains into Mill Creek. There are several trails that lead to Bierstadt Lake through groves of aspens and lodgepole pines.[45] North of Bierstadt Moraine is Hollowell Park, a large and marshy meadow along Mill Creek. The Hollowell Park trail runs along Steep Mountain's south side. Ranches, lumber and sawmill enterprises operated in Hollowell Park into the early 1900s.[45]

Visitors come from far reaches to travel America’s highest continuous paved highway. Not for the queasy and open only between Memorial Day — pending the towering walls of winter snow have melted — and Labor Day, two-lane Trail Ridge Road takes explorers across the Continental Divide, past weathered tundra overlooking sweeping valleys and into the clouds at 12,183 feet. The ribbon of a road covers the 46-mile stretch between Estes Park on the park’s east side and the marine town of Grand Lake at the park’s western entrance. There Peak to Peak Highway is another byway near the park, starting in Estes and going through Nederland, Black Hawk and Central City.
Loveland, dubbed as the ‘Sweetheart City’ and known nationwide for its Valentine’s Day Love Stamp Program, is near the college town of Fort Collins in northern Colorado. Within the boundaries of Rocky Mountain National Park, more than 100 peaks rise above 11,000 feet in altitude, including Longs Peak at 14,259 feet. Many of the taller peaks make up the Continental Divide, where snowmelt runs either west to the Pacific Ocean or east to the Atlantic. The park is home to some 2,000 to 3,000 elk in summer, and between 800 and 1,000 elk spend the winter within its boundaries. Because of lack of predation, the National Park Service culls around 50 elk each winter. Overgrazing by elk has become a major problem in the park's riparian areas, so much so that the NPS fences them out of many critical wetland habitats to let willows and aspens grow. The program seems to be working, as the deciduous wetland plants thrive within the fencing. Many people think the elk herd is too large, but are reluctant to reintroduce predators because of its proximity to large human populations and ranches.[76]

Above tree line, at approximately 11,000 ft (3,400 m), trees disappear and the vast alpine tundra takes over.[69] Over one third of the park resides above the tree line, an area which limits plant growth due to the cold climate and strong winds. The few plants that can survive under such extreme conditions are mostly perennials. Many alpine plants are dwarfed at high elevations, though their occasional blossoms may be full-sized.[73]
